▶ Ce–Y–triethanolamine complex as Ce0.6Y0.4O1.8 nanoparticle sol precursor. ▶ Doping yttrium increases dispersion stability and transparency of CeO2 nanoparticle. ▶ The Ce0.6Y0.4O1.8 nanoparticle sol possesses excellent UV shielding ability. ▶ The sol shows high transparency in visible light region. ▶ The sol is under neutral condition and no nitric acid as peptizing agent.

►A physical model of laser induced electron transport in dielectric with small size is discussed. ►A small size effect has been found in electron absorbing laser energy. ►The small size effect is derived from the surface scattering. ►The electronic energy decreases when the size of device decreases for the small size effect.
